Property losses resulting from mine subsidence are excluded from most homeowner’s policies in the greater Pittsburgh, PA area. In Pennsylvania, 47 of 63 counties have abandoned mines. Over one million homes sit above these abandoned mines. Losses from subsidence can be as minimal as a few cracks in the walls to the total loss and collapse of the structure.

Since most insurance companies exclude such coverage from their homeowner and dwelling policies, mine insurance coverage can be obtained through MSI, the Mine Subsidence Insurance Fund of the Commonwealth of Pennsylvania. The fund was established in 1961 to provide coverage for homes that could be subject to loss due to collapse of the underground mines.

What is Mine Subsidence Insurance?

The state fund offering coverage protects against damage to the dwelling or home caused by the movement of ground surfaces caused by the collapse of an underground coal or clay mine or the sudden and unexpected breakout of water from an abandoned mine. 

What Property is Covered by Subsidence Insurance?

Coverage is provided for complete buildings and buildings under construction and appurtenant structures. Appurtenant structures are fences, retaining walls, walkways, driveway, finished patios and in ground swimming pools. The appurtenant structures must be firmly attached to the ground and used in conjunction with the insured building. The limit of coverage for appurtenant structures is 10 percent of the building limit. Detached buildings such as garages are not covered and would need their own policy.

What Type of Losses are Covered?

There are three grades of losses. Cosmetic losses are minor cracks in walls, ceilings or foundations. Structural losses affect doors or windows not closing properly and the third type is the total loss of the structure. There is a $250 deductible for residential and $500 deductible for non-residential properties. In the event of a total loss the deductible is waived.

The owner’s personal belongings such as furniture, clothes, and jewelry and general household contents are not covered through the MSI program.

Cost of Mine Insurance

The cost of mine insurance is approximately $.65 per $1,000 of coverage and it is recommended the limit purchased equal the replacement cost of the structure and includes the additional 10 percent to cover the appurtenant structures. The premium is annually billed to the owner and is not included in escrow accounts. A discount of ten percent applies for seniors over the age of 65.

Condominium Coverage

Coverage is available for condominium associations as they typically own the structure. Should the association not elect to purchase coverage and individual unit owner can purchase coverage for their unit and share of the common area appurtenant structures.

Is Subsidence Insurance Mandatory?

Coverage is not mandatory unless lender requests it as a loan requirement. Not all resident structures are located above abandoned mines. There are zip code maps with the street by street detail available outlining the greatest at risk areas.
